PT. Eka Nusantara Line (ENL) is a leading Indonesian marine operator serving major energy and oil & gas companies — such as Pertamina — with specialized marine vessels crewed by qualified personnel for commissioned offshore projects. These projects carry million-dollar budgets, and ENL's performance and reliability as a marine offshore vendor are central to winning and growing their business.

Offshore work cannot be run by machines or AI alone; specialized human expertise remains essential to delivering projects on time and on budget. Crews must be physically fit — passing routine medical checkups before a work contract is issued — and continuously maintained through documentation, onboarding, training, and certification. A single maritime crew member can hold up to 12 certificates at once.

Day to day, vessels are matched to projects based on project requirements, and crew are assigned to vessels against multiple decision criteria whose weighting shifts from situation to situation. As crew rotate on and off vessels for mandatory scheduled breaks, every change in work status must be tracked by HQ because it is driven by policy and payroll. Crew are appraised after each assignment. ENL's needs go well beyond ordinary HR management — they are shaped by the heavy, complex demands of maritime readiness.

Challenges & Requirements

What ENL needed to achieve

ENL's needs operate on two levels: the day-to-day job of getting each project crewed and ready, and the higher job of running the business on trustworthy data fast enough to grow.

A single, reliable source of truth. Moving off Excel captured the data — but the deeper need was making that data dependable: accurate, and captured fast enough to run payroll and decisions on, rather than reconciled by hand after the fact.

Decision velocity. Leadership needed trusted data turned into judgment quickly — a centralized, data-driven picture available in time to act, so the business could grow bigger and faster instead of waiting days for a hand-built summary.

When ENL wins a new commission from a major client, the project must be made ready across several fronts — vessels, procurement, crew, and documentation. Because vessel types differ, each vessel calls for a different crew composition, and the crewing team owns the manpower plan for each incoming project — assigning existing crew who fit the project's criteria, and requesting additional manpower from HR where gaps remain.

The challenge

Before working with Delos, ENL ran its entire crewing operation on Microsoft Excel. At the scale of hundreds of crew, manual inefficiencies compounded and began to cap what the business could do.

Company. Data was scattered across many disconnected files, and the operational size forced those files to be split among different people on the HR team. Producing an executive summary meant reconciling all of it by hand — a task that took days or weeks.

Directors. Executives were frustrated that teams were absorbed by low-value tasks instead of the initiatives that mattered. They concluded that decisions needed to be faster and more data-driven — through a centralized source of truth — if the business was to grow bigger and faster.

Head of HR & Crewing. Reporting to the directors was almost impossible: each process carried its own operational overhead and could span many steps end to end, so a clear, timely picture was hard to assemble.

Crewing staff. Finding suitable crew for future projects was slow and manual. Crew profiles, certifications, and current assignments lived in separate spreadsheets, so identifying qualified, available, document-valid candidates meant cross-referencing files by hand. Duplicated data entry meant the underlying numbers were hard to trust, and slow, manual timesheet consolidation delayed payroll — a direct hit to crew confidence.

Underneath all of it sat a reliability risk the business could least afford: with certifications tracked by hand across more than 10 documents per crew member, a single expired certificate could surface mid-charter — not merely an administrative slip, but a threat to the project and to ENL's standing as a dependable offshore vendor, which is precisely what wins and grows commissions.

The tipping point. The decision to build didn't come from a single breakdown — it came from a pattern. Deficiencies in project manpower planning were real, but they surfaced too late to correct cleanly, and each late discovery rippled downstream through crewing operations. The deeper problem with Excel wasn't only that it was slow — it was that problems stayed hidden until they had already compounded.

Solutions & Outcomes

It brings crew, documents, vessels, projects, assignments, and timesheets into one place and turns manual reconciliation into automated, auditable workflows.

One source of truth for crew. Every crew member has a structured profile — personal and work details, next of kin, seafarer code, join date, blacklist flag, and a live status (Onboard / Break / Sign Off) — searchable by name, ID, position, and status, with a full history of assignments and status changes preserved per individual.

Document compliance and expiry tracking. Each crew document is tied to a document type that defines its validity period, so expiry dates are calculated automatically from a single valid-from date. The system derives each document's status (Active / Expiring Soon / Expired), refreshes it daily, and sends reminders as certificates approach expiry — turning an error-prone manual burden into an automatic safeguard against compliance failures mid-charter.

Project readiness planning. Projects, vessel charters, and crew assignments are modeled explicitly, so the crewing team can plan the full chain from a won project down to the individual crew on each vessel. The system prevents double-booking — no crew member or vessel can be committed to overlapping dates — and validates assignments against the project period, catching conflicts at entry rather than after the fact.

Timesheets and payroll support. Working time is captured per crew member with overlap protection so paid time is never double-counted. To cut payroll effort, the system auto-generates a full pay period of timesheets for every ongoing assignment, and supports bulk import from biometric/fingerprint files with a validated, per-row error report.

Management visibility. A home dashboard surfaces the operational numbers leaders once waited days for — crew counts by status, document-compliance breakdowns, and project and vessel summaries — as a live view instead of a hand-built report.

Self-service and access control. ENL maintains its own controlled vocabularies — crew divisions, positions, vessel types, and document types — without depending on Delos for changes. Access is governed per module with passwordless one-time-code login, so each team sees only what its role requires.

With crew, documents, vessels, projects, and timesheets in one system of record, the manual ceiling is gone — and ENL now has the operational foundation to scale into new projects and, in time, new lines of business.
